Libra (Tula)
Rising sign — Libra
Libra — is an «airy» sign, symbolised by balanced scales. This serves as a hint that a person born under this rising sign is interested in philosophical ideas and possesses high qualifications in the commercial field, where participation in matters of buying and selling is required, where one must take wisely and give wisely. They are moderate in their tastes, idealistic. Libra is a movable sign, ruled by Venus. Such people travel and engage in the search for truth, beauty and love in life. This is a positive and strong sign: one that has given human history some very influential personalities. Since Libra is the seventh sign of the zodiac, marriage partners and comrades render considerable help to «Libra” people.
With a religious direction of mind, with a kind heart and a smiling face, active, reasonable, «Libra» people can be good judges or arbiters. They are frank, just, but may insist too much on the rightness of their opinion. Usually they are tall, thin, and have a fair complexion. They help their relatives and love merriment, entertainment. They love to live in comfort, love walks or travel, love pleasant excitement, agitation, and they are more sensual than they think.
These people are sincere, honest, but may be inclined to daydreaming, to building castles in the air. They are good judges of human nature. They do not like to live alone, they are skilful in trade. Finding themselves in spiritual circles, they often take a second, spiritual name. These are active and ambitious people, bringing tangible benefit to all humanity in the philosophical field, or in the field of commerce.

Lagna in Tula, or the ascendant in Libra
Libra — is the second sign of the element of air, where air manifests itself through partnership, through a striving for joint activity. This is a movable sign of the merchant caste, which is symbolised by scales, which indicates a sense of justice and an ability to balance material and spiritual values. Libra in Sanskrit is called «Tula», and Venus, which rules this sign — «Shukra».
Libra natives act well in partnership rather than by themselves, they are capable of researching and reconciling something, they dislike violence, they are harmonious, in part haughty. This is a strong lagna, which has given the history of humanity very brilliant personalities. People whose lagna is in Libra are strong not only in their character, but also in their partners, their surroundings, they know how to create a «team». Libra natives are active, reasonable, frank, just, honest, but inclined to insist too much on their rightness. They can become good judges or lawyers. Usually people whose lagna is in Libra help their relatives, love merriment, entertainment, comfort, walks or travel, agitation and pleasant excitement. They have strong feelings, which Libra natives skilfully conceal beneath a mask of cold restraint. They are inclined to daydreaming, dislike living in solitude, and are fortunate in trade. They often have a pseudonym or a second name. (Indubala)

Lagna in Libra. Libra in Vedic astrology.
The symbol of this constellation, the scales, and precisely the scales used by merchants and by no means the scales of justice, inclines the natives of this mercantile rashi rather to become traders or businessmen than to engage in jurisprudence — a tendency following from the position of Libra as the seventh house of the natural zodiac. Nevertheless people ruled by this constellation are not averse to working for the public, and therefore not infrequently «find themselves» in the professions of actor or politician. The Moon, the planet denoting the public or the popular masses, is for them the lord of the tenth house, which indicates both the public and the profession. Since in the case of this lagna Venus experiences its fall in the 12th house, many Libra natives experience difficulties when it comes to planning expenses, and are inclined to squander their resources — both physical and financial. This peculiarity easily provokes them into sexual adventures which they will regret afterwards.
Being an enemy of Jupiter, Venus very much dislikes accepting good advice from Jupiter, the planet of wisdom and intuition. Hence, Libra natives are in general reluctant to accept advice from other people. Let us note that Jupiter in a chart with this lagna owns two dusthanas (houses 3 and 6 — Sagittarius and Pisces). This prevents a Libra person from displaying wisdom and common sense in certain cases when this is necessary. The same can partly be said of those born with the lagna in Taurus, the stubborn bulls, but in them this is not manifested so strongly, because with the lagna in Taurus the 11th house — the house of friends — is subordinate to Jupiter. Moreover Libra is an active, resolute, stormy rashi, and just as resolutely does it reject the advice received, whereas Taurus natives ignore good advice with lazy indifference.
The Sun rules the 11th house in Libra. Since the lord of the lagna — Venus — is a social planet, an important part of the life of Libra natives consists of friends, various clubs and societies. But it may happen that bad company will cause them to stray from the path, for the Sun in their first house is weakened by fall, and excessive preoccupation with their social life may lead to their wasting time to please their friends. For the most part Libra people zealously follow fashion, since Venus is a demonstrative planet, eager for outward effects.
Saturn, being in mutual friendship with the ruler of the lagna, Venus, generates in Libra natives a pronounced interest in politics, since it rules for them both the fourth house (the popular masses) and the fifth (the formation of a government); Saturn also symbolises the government in itself, and moreover is exalted in the constellation of the ascendant — Libra. Saturn as the lord of the fifth house, experiencing exaltation in the first house, could also signify children, but such a meaning as children is not inherent in Saturn. Just as in the case of an ascendant in Aries, in Libra the lord of the 7th house (relationships) coincides with the lord of the 2nd house (family). It is precisely for this reason that the marriages of Aries or Libra natives tend to be longer lasting than those of Scorpio or Taurus natives. The fact that Libra is the seventh house of the natural zodiac strengthens this tendency still further.

Libra — is the positive sign of Venus, the cardinal sign of air, the lower part of the abdomen of the Cosmic Man (the Universal Form of the Supreme Lord — personified time). Its symbol is the scales in a state of equilibrium. As sign number 7 they endow a person with strength and the ability to lead others, and also with an excellent capacity to assimilate ideas.
In the Vedic system the sign of Libra is interpreted somewhat differently than in the Western one. This is the sign of reformers, revolutionaries, prophets, idealists and fanatics. People born under the influence of Libra are endowed with a subtle sense of harmony, justice and equilibrium, especially in the field of ideas. They dream of creating a paradise on earth. They are sensitive, humane and at the same time capable of arousing a crowd and directing it. Not infrequently they devote themselves to political activity, in which they sometimes attain great heights and become famous leaders.
Libra natives strive for truth and are faithful to their ideals, however in their zeal they sometimes go too far and turn into one-sided propagandists. The idealism of Libra may also find expression in the field of fine or theatrical art, which becomes for them a means of influencing society. They love to bask in the rays of fame, seek a public that could take in their ideas, and possess a subtle flair for the processes taking place in society.
Usually Libra natives are attractive and endowed with a charm which may also manifest as sexual attractiveness. They are not too interested in home and family, but under the influence of Venus, which rules them, they strive to create beautiful surroundings for themselves. It is pleasant for them to number beautiful and famous people among their friends. On the other hand, many Libra natives are closely connected with the higher astral spheres. They are able to attune themselves to a love of truth and quickly learn to overcome the limitations of the physical world.
Thanks to their sociability Libra natives often achieve success in life. They strive in one way or another to leave a trace in people's memory. They like business situations in which they can exercise administrative power or influence other people. However they can also plunge headlong into the achievement of goals and the realisation of plans. Libra natives are in an eternal search for ideal equilibrium and harmony — and in order to find them, they are ready even to become a source of disharmony.

RESULTS OF BIRTH IN TULA LAGNA [Libra]
«Jataka-Bharanam» 13:7. If the birth occurred in Tula Lagna, then the person earns wealth thanks to their virtue, is skilful and experienced in trading activity, always rich and excellent in their origin (family).
Commentary: The primary element of the Rashi Tula [the sign Libra] is Air. Its ruler is Shukra [Venus], and it has a movable character. Owing to the airy nature and the rulership of Shukra this Rashi awakens in a person harmony (calm, peace, accord) and equilibrium. Therefore people born under Tula Lagna possess harmonious ideas, powerful and at the same time straightforward (without any hidden meaning). Shukra is a benefic Graha, and therefore people with Tula Lagna dislike arguments, quarrels or altercations, love justice, and have a calm character. Their moral principles are very high. They do not permit disorder in any area, they develop spiritual love in themselves, they are endowed with a sensitive character and an artistic world-view. In them one can easily find a great interest in obtaining knowledge, delight in the present («here and now»), love, philanthropy and a deep striving for harmony and love. They are completely pure and inclined to solitude in their actions, principles and thoughts. Since this Lagna is ruled by Shukra, such people are naturally attached to music, art and poetry. Owing to the fact that they are endowed with a heart that knows no insincerity (cunning or deception), they are extremely sensitive to the atmosphere around them. They live most happily and cheerfully surrounded by nature.
The author of the treatise «Jataka-Parijata» says of them: A person born in Tula Lagna [Libra] has a beautiful face and eyes, they are honoured by the king, they are educated, impatient and tireless in sexual relations with women, endowed with a wife, wealth and lands, there are gaps between their teeth, their intellect is calm (balanced), their mind inconstant, they are melancholic and very fearful (cowardly).
According to the author of the book «Man-Sagri» a person with Tula Lagna has an excellent mind, they earn their living by decent and favourable means, they are educated, rich and respected in society.
