A person who has the Moon placed in the 3rd house will have several sisters or brothers. The owner of the horoscope will have a vata constitution. Being a failure and having an insignificant income from agriculture, at the age of 24 the owner of the horoscope will be fined by the government, the result of which will be the loss of prosperity and cattle. The owner of the horoscope will be intelligent, but endowed with an inclination to speak evil and to slander.
Comments:
The presence of the Moon in the 3rd house of the horoscope is considered unfavourable in the financial respect, but nevertheless the placement of the Moon in Taurus as the lady of the 5th house, or in Cancer, or with a favourable aspect from the 9th house, the house of fortune, softens and even neutralises (with other good indicators) this negative influence. The presence of the Moon in the 3rd house is not reflected negatively on the brothers and sisters of the owner of the horoscope, but it does suggest quarrels with relatives, since the 3rd house is the twelfth in relation to the 4th house — the house of the family and the domestic environment. The Moon in the 3rd house speaks of a literary talent, perceptiveness and a developed intellect. A person with such a horoscope will love travel and will often change his place of residence and kind of occupation. Besides this, the 3rd house is the house of courage and boldness, and if the Moon is benefic in the horoscope, then these positive characteristics will manifest. In the case of a waning Moon the owner of the horoscope may be miserly, cruel and merciless.
Other opinions concerning the Moon (Chandra) in the 3rd house:
“Brihat Jataka” — cruelty.
“Phaladipika” — good relations with brothers and sisters await the owner of the horoscope. He will be bold and endowed with power, but unhappy and miserly.
“Saravali” — the owner of the horoscope will be bold, endowed with good health, strong, educated; he will care for his brothers and have an income from the grain trade.
“Chamatkar Chintamani” — the owner of the horoscope will attain prosperity by means of valour. He will be loved by his brothers, will become powerful and will become famous for his religious convictions.
Note: The differences of opinion concerning the placement of the Moon in the 3rd house are explained by its changeable nature, therefore it is first necessary to determine whether the Moon is benefic or malefic in the horoscope. Its positive influence increases when it is placed in Aries, Taurus, Cancer or even in Capricorn, since in that case the Moon aspects its own 9th house. A full Moon in the 3rd house of the horoscope with the Sun in the 9th is also very favourable.

THE RESULTS OF THE PLACEMENT OF CHANDRA IN THE 3RD BHAVA
If Chandra occupies the 3rd Bhava, then the person will be inclined to be desperate, will be proud, miserly, insufficiently reasonable, dependent on relatives, devoid of kindness and without illnesses.
Comments: In some texts instead of “will have no illness” it is written “will have no fear”. If Chandra [the Moon] at its full strength is placed in the 3rd Bhava [house], then it will give the person energy and vital force. Such a person will have an irresistible desire to live. Naturally, he will obtain the strength and ability to fight illnesses. Therefore it is entirely obvious and natural that such a person will mainly live without illnesses and enjoy good health. But if Chandra is depleted <waning, dark>, occupies the 3rd Bhava, is in conjunction with a malefic Graha and is aspected by it, then the person will obtain such bad qualities as stupidity, impudence, fearlessness, the habit of taking decisions without deliberation, and impoliteness. As a consequence of the above-mentioned qualities it is entirely natural that fear should leave him completely.
