Moon in Libra
Results given by the Moon in the sign of Libra
Partnership proves advantageous for people with the Moon placed here, but they must beware of trusting other people excessively. They may carry within themselves a streak of carelessness and may be inclined to put things off until another day. Their powers of observation are fair, but they need to develop the ability to use reason and logic. An inclination towards socialising and a tendency to rely excessively on their own opinion lead to losses of time. The Moon placed in the sign of Libra points to a changeable, unreliable nature, but these are charming people for those who know them.
Usually they have no base thoughts regarding other people and do not like to be criticised. They are extravagant, outwardly frank but inwardly secretive, love art and entertainment, are honest in business, are subject to skin diseases or have problems connected with excessive indulgence in or abuse of something, and are easily deceived. They usually live in cities. (Tom Hopke)

People whose Moon is in Libra may be extravagant, may seem frank while remaining secretive. They are honest, do not like to be criticised, and are trusting. Venus, which rules this sign, endows them with romanticism, a love of the opposite sex, an inclination towards art and entertainment and towards travel. These people are attractive and wealthy. Partnership proves advantageous for them, but they must beware of trusting other people excessively. They may be careless and are inclined to put everything off «until later» (Indubala)

The Moon in Libra
Loves to honour the gods, the brahmins and devout people, intelligent, cleanly, submissive to women, tall stature, a long nose, weak and dislocated limbs, a traveller, wealthy, poorly developed parts of the body, skilful in trade, has a second name belonging to God, sickly, relatives who render assistance, and also relatives who compel him to something or refuse it. (Varahamihira — «Brihat Jataka», 17.7)
When the Moon, the sign in which it is placed, and its ruler are strong, then the results indicated above are realised in full.
Commentary: B. S. Rao gives the following explanations. This interpretation applies in full in those cases where the Moon, the house in which it is placed, and the planet that rules it are all strong. If only two of these three factors are strong, the characteristics indicated will manifest only partly. If only one of these factors is strong, only traces of these influences will be noticeable. Finally, if all of them are weak, then we shall not notice any coincidence with the interpretations given, even to a small degree. (Varahamihira — «Brihat Jataka», 17.13)

RESULTS OF THE PLACEMENT OF CHANDRA IN TULA
If Chandra is placed in Tula, then the person will have oxen, horses and so on, he will be valiant, devoted to the gods and the brahmins, will possess many women, will be energetic and respected.
Commentary: The Rashi [sign] in which Chandra [the Moon] is placed at the time of birth is called «Chandra-Lagna’ (Chandra as the Lagna). In Hora Shastra [predictive astrology] the Chandra-Lagna is just as important as the Lagna; its analysis is very important for understanding a person's inner personality. If the Chandra-Rashi (Chandra-Lagna) is stronger than the Rashi of the Lagna, then most of the events of life will be determined precisely by it (that is, by the Chandra-Rashi). Since Chandra is the Karaka [indicator] of the mind, the soul and the heart, the qualities of the Rashi and the qualities of the ruler of the Rashi in which Chandra is placed will definitely be present in the person's mind in the form of emotions; this is represented by the character and qualities of the Chandra-Rashi and of the ruler of the Chandra-Rashi.
If Chandra [the Moon] occupies the Rashi Tula [the sign Libra], then artistic interests will develop in the person. Balance and coordination are clearly noticeable in his activity, plans and movements. If there is a 7th aspect of Shani [Saturn] upon Chandra in Tula, then the person will, as a rule, obtain success in his field of action. Besides this, immovable property will grow, the person will acquire authority in society and patronage from government circles; this placement is also favourable for renown.
